Samuel, Herbert Louis

   British states-man and philosopher. He was born in Liverpool. He entered parliament in 1902, becoming a privy councillor six years later. He served as postmaster-general and later home secretary. From 1920 to 1925 he was the high commissioner for Palestine. He was leader of the liberal party in both the House of Commons (1931-5), and the House of Lords (1944-55). He was also president of the council for German Jewry from 1936 and in 1939 founded the Children's Movement to bring refugee children from Germany to Britain. He wrote various philo-sophical works.
